Where the OWLS Model™ Comes From

Mary Kay Provaznik developed OWLS through high-stakes infrastructure decisions — where analytical rigor is necessary, but never sufficient on its own.

She spent 25 years in the water and infrastructure industry — leading complex projects, advising utilities, and navigating decisions under technical and political pressure.

The OWLS Model™ emerged from those moments — when the analysis was sound, but the path forward still required leadership.
